Summary
This research project aims at developing the capacity of the Hygrothermal
Testing Laboratory of INCERC - Iasi Branch in the field of construction
physics, in order to meet the requirements of the Directive 89/106/CEE -
Construction products, which is a laboratory with a unique domain of
activity in Romania and South-Eastern and Central Europe. Another objective
of our project is the extension of the certification domain for performing
tests in areas regulated under CEE Directives, which are of major interest
for national and European development. The main domains to be extended are
those concerned with equipment (low voltage - regulated domain no. 1
according to Annex 1 of the Law 608/2001), industrial machines (regulated
domain no. 6) and means of transport. The achievement of the project creates
conditions for the laboratory to become potentially notable in the European
Union.
The goal of the project
is materialized through the
following three objectives:
1. extending
the range of environmental tests for severity degrees, which cannot be
performed in Romania at present; these tests are required by the European
standards harmonized and associated to the directives 98/37/CE and 73/23/CE
concerning industrial machines and electrical equipment, including large
size and high power equipment, applicable to all domains that require
functional verification under the impact of climatic factors (cold tests,
dry and humid heat tests, temperature variation tests, ice forming tests,
etc).
2. assimilating
and implementing new methods of testing under the separate or combined
action of climatic factors, stipulated in the harmonized European standards
associated to the Directive 89/106/CEE for products used in constructions
(curtain walls, windows, doors, exterior walls, covers, materials, etc.).
3. improving the performance and quality of apparatuses, equipment and
installations specific to performing tests defined in the project proposal.
The project has two development sections, referenced below as A and B,
namely:
A. Extension of the
certification domain of the Laboratory with environmental testing
at climatic parameters, which cannot be performed in Romania at present,
according to the harmonized European standards associated to European
directives and to the national transposal legislation, applicable to all
product categories whose conformity assessment and certification includes
climatic qualification (verification of safe functioning in climatic
conditions specified by the standard. The directives involved are the
following:

transposal, namely:

The environmental tests mentioned in the
first extension goal, performed at climatic parameters, which cannot be
performed in Romania at present, are consistent with the following
standards:

B. Preparation of the material basis for assimilating the new methods of
performing tests for determining the thermal transfer and mass properties
of natural-size construction elements, of thermal insulation materials,
installations, equipments, according to the requirements of Directive
89/106/CEE - Construction Products and to the national transposal
legislation. The new methods are consistent with the following standards:
- SR EN 1934 /
2004 - Thermal performance of buildings: Determining the thermal
resistance by means of flux measurement.
- SR EN 12114 /
2004 - Thermal performance of buildings. Air Permeability. Laboratory
test method.
- SR EN 1946 - 1,
2, 3, 4, 5 / 2004 standard series - Thermal performance of construction
products and components, which regulates measurement methods for thermal
transfer properties.
- SR EN 12412 - 2,
4 / 2004 standard series - Thermal performance of windows and doors,
which regulates measurement methods by means of hygrothermal testing of
thermal transfer properties.
- SR EN ISO 8497 /
1998 - Thermal insulation. Determining the characteristics of the heat
transfer under stationary conditions in thermal insulation for tubes.
The stages of the project are the following:
Phase 1/2006 - Capitalization study of the initial resources specific to the
hygrothermal and environmental testing laboratory. Elaborating the
documentation for adapting, extending, assimilating and developing the
methods and infrastructure of the laboratory
· Capitalization study
of the initial resources specific to the hygrothermal and environmental
testing laboratory.
· Elaborating the
documentation for adapting, extending, assimilating and developing the
methods and assessing the necessary infrastructure of the laboratory.
Assimilating the new methods of performing hygrothermal and environmental
tests, adapted to the requirements of the European directives and of the
national transposal legislation

laboratory for hygrothermal testing in construction physics in order
to meet the requirements of the Directive 89/106/CEE
B-
extending the certification
domain for tests in areas regulated under CEE Directives, according to the
series SR EN 60068 - Environmental tests.
Deadline: 12.20.2006
Phase 2/2007 -
Designing the development of the laboratory infrastructure with the purpose
of extending the domain of available hygrothermal and environmental tests.
Assimilating methods according to the requirements of the European
directives and of the national legislation for transposal and acquisition of
the necessary equipment
Goals:

designing the technical elements for the implementation of the new methods
of testing under the separate or combined action of climatic factors,
stipulated in the harmonized European standards associated to the Directive
89/106/CEE for products used in constructions - SR EN 1934, SR EN 12114, SR
EN 1946, SR EN 12412, SR EN ISO 8497
- designing the
technical elements for the implementation of the new methods of
environmental testing stipulated by the harmonized European standards in the
series SR EN 60068 - Environmental tests.
- acquiring equipments, apparatuses, installations, materials and
raw materials necessary for the physical support of the capacity
development, domain extension, performance and quality improvement of this
technical complex.
Deadline: 03.30.2007
Phase 3/2007 -
Creating the infrastructure of the
laboratory for the extension of the hygrothermal and environmental testing
domain. Elaborating and submitting the documentation for the certification
extension of the laboratory.
Goals:
- rehabilitating the infrastructure of the climatic rooms by
increasing the thermal efficiency degree of the closing elements;
- installing, starting and testing of the entire complex of
equipments -apparatuses-stands and new installations;
- submitting the certification file to the competent national
organism.
Deadline: 11.15.2007
Phase 4/2008 - Extension of the laboratory’s certification
Goals:
- Disseminating the results and informing all the potentially beneficiary
factors in Romania and abroad.
- Obtaining the certificate for the extension of the laboratory’s
certification extension.
